City of Bayou La Batre City Docks Marina Management and Procurement

The City of Bayou La Batre, AL in partnership with Moffatt & Nichol (M&N), will host an in-person Industry Day for marina owners and operators, including Marina Association members, interested in the upcoming marina management contract for the City Docks Redevelopment Project.

Following the morning presentation, registered firms will have the opportunity to participate in individual breakout sessions (morning and afternoon). Breakout schedules and room assignments will be determined based on the number of registered participants. A virtual option will be considered if requested; in-person attendance is preferred.

Project Overview

The City’s goal is to create a vibrant waterfront hub that supports the local marine economy while providing long-term operational sustainability. The City Docks Redevelopment will deliver a self-sustaining, revenue-generating marina destination that supports local boating, commercial fishing, tourism, and community activities. Planned amenities include:

A full-service 100-slip marina serving recreational, charter, and commercial vessels
Marine fueling station
A four-lane public boat launch
100 parking slots for Truck-trailers
Fixed Dockage for small to medium shrimp boats selling seafood directly to the public
Seafood and farmers market space
Two open-air pavilions for events and private rentals
Marine retail, concessions, and support services
Public restrooms and a 4200 square foot multi-use harbormaster building
Greenspace for community events
Passive shoreline access and eco-tourism opportunities along the restored Lightning Point shoreline

The site is located specifically along State Docks Road on the waterfront in Bayou La Batre, about 30 minutes south of Mobile, AL, on the Gulf Coast, positioned on Portersville Bay / Mississippi Sound.

Program Significance

The City Docks Redevelopment Project represents a major coastal recovery and economic revitalization effort that transforms a storm‑damaged, underutilized waterfront into a modern, multi‑purpose hub for industry and community use. By combining a working marina, seafood market, boat launch, and public event spaces, the project supports the region’s historic fishing economy while expanding tourism and recreational opportunities. It is funded through RESTORE Act dollars tied to the Deepwater Horizon recovery, making it a flagship example of using environmental settlement funds to rebuild local economies, improve resilience, and restore access to coastal resources, with projected long‑term economic gains and enhanced public waterfront access.

Anticipated Project Challenges

Contractor/City collaboration to develop program management, governance, and performance tracking oversight
Development of a comprehensive marketing plan to attract and retain key user groups
Startup risk/liquidity in the first several years of operations

Past Updates

Please be advised that the City Docks site will be closed starting September 9, 2025, due to scheduled construction work. The closure is expected to last for the duration of the construction timeline, estimated at two years (August 2027).

A ground-breaking ceremony was held September 8, 2025 to kick-off the project.

Construction Updates

The City Docks Redevelopment project will be constructed over the next two years. Ben M. Radcliff Contractor, Inc. will be leading the construction activities. When complete, the City of Bayou La Batre will have the following features:

4-lane boat ramp
100 parking for trucks-trailers
240 single cars parking spaces for community events
100-slip marina
Fixed dock for seafood sales
Marine fueling station
4200 square foot multi-use building
2-pavillons
greenspace for community events.

The Bayou La Batre City Docks Redevelopment Project (City Docks Project) is an opportunity to revitalize the City Docks. The goal is to meet current and future economic, environmental, and recreational needs by planning sustainable retail and commercial developments and recreational opportunities that support eco-tourism and fishing industries. The City Docks Project provides a means for developing amenities that attract both locals and tourists while showcasing Bayou La Batre’s small-town coastal atmosphere and historical heritage as the ‘Seafood Capital of Alabama’.
